Lobbying Recommendations Approved by Council Committee

The City’s Ad Hoc Committee on Government Reform voted unanimously today to recommend approving comprehensive reforms to the Municipal Lobbying Ordinance. This marks a significant step toward greater transparency and accountability for individuals and organizations who engage in City lobbying. To become effective, the recommended reforms must be adopted by the full City Council.

The initial proposal was developed by the Ethics Commission, which solicited extensive input from the public and the regulated community to form its recommendations. Additional recommendations were subsequently proposed by Councilmember Raman and were also considered by the committee.

The committee voted to recommend approval of all recommendations, with a few amendments. Among other things, today’s vote recommends changing the lobbyist registration requirement from an hourly threshold to a compensation threshold; clarifying when nonprofit organizations and Business Improvement Districts must register; requiring lobbyists to identify themselves and their clients when providing comment in public meetings or communicating in writing with City personnel; and prohibiting lobbyists from delivering or bundling campaign contributions to certain City candidates and officeholders.
