Gift to a City Official or Gift to an Agency?

During the regular course of City business, it is not uncommon for individuals or groups to offer City officials or agencies various goods or services -- such as meals or travel payments, including transportation and lodging -- in connection with the individual or agency’s work on an issue or project.  Depending on the circumstances, these items may be considered gifts to the official as an individual, and may be limited and reportable on the official’s Statement of Economic Interests.  More...

Holiday Gift Reminder to City Officials

During the holiday season, gift giving can be a simple and well-intentioned gesture of thanks for a friendship or in appreciation of a job well done.  At the same time, when public officials receive gifts from sources whose activities fall under the scope of the official’s duties, receiving a gift is something that may not be so simple. To help ensure that all City decision making is, and is perceived to be, fair and impartial, limits and disclosure requirements can apply based on the value of a gift as well as its source. More...

Elected officials in the City of Los Angeles are permitted to establish an Officeholder Account Fund in connection with their holding office.  As a political committee controlled by the official, the fund may be used only to assist, serve, or communicate with the official’s constituents, or in connection with their official duties.  More...

Neighborhood Council Update

At its December 16 meeting, the City Ethics Commission (CEC) once again reaffirmed its support for Form 52, a City form that would require limited financial disclosure by neighborhood council (NC) board members who place business before the City Council by creating a NC file.  The discussion followed a recommendation by the Board of Neighborhood Commissioners that the form be amended to further limit the disclosure it provides.  More...

Enforcement Update

During the period of September 2008 through November 2008, the City Ethics Commission acted on three stipulated settlements that resulted from investigations stemming from Charter-mandated audits of political committees from previous election cycles, as well as staff-initiated audits of committees making independent expenditures.  More...

New Whistleblower Hotline Materials

The City Ethics Commission (CEC) has developed new informational materials about its Charter-mandated Whistleblower Hotline, including a brochure, FAQ, and poster.  These materials provide background, general information, and concrete examples about the Ethics Commission’s 24-hour, toll-free Hotline.  City employees and private citizens can call the Hotline to report potential violations of City laws and regulations related to campaign finance, municipal lobbying, and governmental ethics.  More...
