Reminder: Registrations Terminate on December 31, 2011
On December 31, 2011, any City of Los Angeles
lobbying registrations associated with you, the lobbying firm or the
lobbyist employer that employs you, and any clients you represent, will
expire. Year-end termination of all registrations is automatic
pursuant to Los Angeles Municipal Code (LAMC) §48.07(B).
Therefore, you need not submit any termination forms.
While all lobbying registrations will
expire on December 31, we remind you that any individual registered
as a lobbyist at any time during the fourth quarter of 2011 must file a
fourth quarter lobbying report with the CEC. A corresponding
report for the lobbyist’s associated lobbying firm or lobbyist employer
must also be filed. Fourth quarter 2011 lobbying reports must be
electronically filed no later than Tuesday, January 31, 2012.
Please remember that a signed paper original of a report
must be filed with the Commission once the electronic version of the
filing has been submitted.
Registering for 2012
You may begin filing registrations for next calendar year beginning January 1, 2012.
Beginning in the new year, a working e-mail
address for each lobbyist, lobbying firm and lobbyist employer will be
required. Additionally, if a third party prepares and files
lobbying reports on your behalf, you must also provide the preparer’s
email address. This information will be used to send courtesy
registration confirmations, filing reminders, and late or non filing
notifications to you and your agents.
You will be prompted to confirm (or
enter new) email contact information each year before you
can complete the registration process. It is your responsibility to
keep your contact information current and amend it in the Lobbyist EFS
database as changes occur.
Late and Non-filing Penalties
As a registered lobbyist, you are required to
file disclosure reports detailing your activities quarterly. Failure to
file by a prescribed deadline may result in late or non-filing
penalties. LAMC §48.09(F) provides for a $25 per day late filing
penalty, up to a maximum of $500 per missing report.
If you miss a filing deadline, the Lobbyist EFS
will send daily notifications of your overdue filings to the email
addresses on file for you, which further emphasizes the importance of
keeping your contact email address information current. You will
continue to receive notifications until you file all delinquent reports.
Penalty fees may be paid for by check or online via Visa, MasterCard,
or Discover credit cards.
