FOURTH QUARTER 2008 REPORTS DUE
          
             Even though all 2008 lobbying registrations automatically terminated on December 31, 2008, a fourth quarter report must still be filed for any lobbyist, lobbying firm, or lobbyist employer that was active during that period.  Fourth quarter reports must be filed by Monday, February 2, 2009. (The usual filing deadline of January 31st falls on a Saturday, so the deadline has been extended to the following Monday.)  If you have questions or need assistance with your filings, please contact our office at (213) 978-1960.

POLITICAL ACTIVITY AND THE 2009 MUNCIPAL ELECTIONS

              As the 2009 municipal elections approach, we remind you—if you are a lobbyist or lobbying firm—that you may be prohibited from making certain contributions to City officeholders and candidates for City office.  Pursuant to Los Angeles City Charter Section 470(c)11, you may not make a contribution to a candidate or officeholder running for City office if you are registered to lobby the current City agency of or the City agency for which the candidate or officeholder is seeking election.  The prohibition applies only to contributions to the City controlled committees of candidates and officeholders; contributions made to committees formed to seek election to office in jurisdictions outside of the City of Los Angeles are not banned.

               The law does not prohibit lobbying entities from engaging in fundraising activiities on behalf of City candidates and officeholders.  However, those activities are subject to disclosure by lobbyists, lobbying firms, and lobbyist employers on their next quarterly reports.  Additionally, if you produce, pay for, mail or otherwise distribute more than fifty copies of a written political solicitation to a fundraising event for any controlled committee of a City candidate or officeholder, you must submit a copy of the solicitation to the City Ethics Commission's public file at the time the solicitation is first distributed.  Please call us if you have questions.
