08-04 05/15/08 Financial Disclosure High-level filers are not required to report the separate income of their spouses on CEC Form 10, unless it is income (including gifts and loans) received from a restricted source. To be considered not reportable, separate income must be maintained in a separate account, the separate income may not be commingled with community funds or used to pay for community expenses, and community efforts may not be used to produce or enhance the separate income. An individual does qualify as a candidate for elective City office by participating in a neighborhood meeting--or engaging in any other activity--that provides information to voters about the individual or refers to the individual's potential future candidacy.
